The current feeling in health care reform (at least of the variety that I'm fond) has to do with community-level projects. Why? They work.



Individual and governmental reform has it's place (and both are necessary), but the optimal climate for small incremental reforms is at the group level. Both large and small groups are necessary and may interact in different ways.
